Residents of the Central Valley are no strangers to triple-digit summer temperatures, which often lead to higher-than-normal electric and gas bills. Efficient air conditioning and heating are crucial in the valley. Joe Ramirez of Fresno experienced a particularly challenging winter when his HVAC system failed in 2023. Unable to keep up with the constant repair costs, Joe, on a neighbor’s recommendation, applied for Weatherization services through the Fresno EOC Energy Services program.

“I had been having trouble with my HVAC for years, and then it finally went out on me,” said Ramirez. “I couldn’t keep up with the costs of repairs every other week. Who can afford that?”

During the winter, Ramirez resorted to using multiple space heaters, which significantly increased his electric bill. With summer approaching, he knew he needed a solution quickly.

After applying for Weatherization Services in January, the team promptly began work but found that Ramirez’s home needed extensive repairs.

The assessment revealed roofing issues and a rodent problem. Thanks to the Weatherization Readiness Funds (WRF), they could address these problems.

The program contracts local businesses to perform the necessary repairs, ensuring the work is done by skilled professionals and supporting the local economy.

“I live near fig orchards, so I wasn’t surprised about the rats,” Ramirez said. “There wasn’t much I could do.”

This new funding cover costs for mold remediation, roof repairs, electrical work, plumbing, and more.

Every home is unique, and completing the necessary work can take anywhere from 4 to 6 months.

Ramirez’s home was completed in early July, and he already feels the difference.

“I couldn’t have done this on my own. The costs would have set me way back, so I am appreciative of this program,” said Ramirez. “I’m very comfortable now. At night, it gets so cold I have to get up and turn off the AC.”

Fresno EOC Energy Services assists over 10,000 households annually. In 2023 alone, the Weatherization Services team invested over $2 million in services and repairs for nearly 400 homes in Fresno County. This program installs energy conservation measures to reduce costs, boost efficiency, and promote health and safety for low-income families. It prioritizes older adults, people with disabilities, and families with young children, ensuring improved living conditions and reduced energy expenses for these vulnerable groups.
